The governments of Andhra Pradesh, Haryana, Himachal Pradesh and Rajasthan had launched Systemic School Education Transformation programs (Vidya Vikasam, Saksham Haryana, Samarth, and Adarsh Vidyalaya Yojana respectively) with the vision of improving learning outcomes among students in elementary government schools. MSDF, Samagra and BCG had been supporting the departments in driving this transformation.Development Solutions assessed the impact of the program. A mixed-methods approach involving primary and secondary data analysis was used. Quantitative surveys were done with teachers, parents, and district & block officials. Qualitative interactions were done with school and state level stakeholders.
The Contraceptive Social Marketing (CSM) program by Government of India (GOI) makes contraceptive products available to the population at highly subsidised rates, through diverse outlets operated by Social Marketing Organizations (SMOs). Development Solutions assessed the program to understand the market trends, identify gaps in implementation, and suggest potential solution pathways. To deliver this, the study adopted a qualitative methodology and aggregated inputs from both macro level and micro level stakeholders of the CSM program ecosystem.

The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus Project is a four-year initiative (2016 to 2020) in select Indian cities/towns to increase the use of Family Planning (FP), Child Health (CH), and Tuberculosis (TB) products, services, and treatment. The intent is to enable an improved uptake by the urban poor by harnessing the ability of the private sector and strengthening the public-private sector engagement.The objective of the baseline was to benchmark key knowledge, beliefs, attitudes and behavioural indicators among the potential target audience. To benchmark these, a quantitative survey was done in six states. The impact would be measured at the end of the intervention, through an end-line.

Development Solutions undertook the process evaluation of Pragna program to understand its implementation - fidelity in implementation; understanding among stakeholders of the program as envisaged; successes, gaps, and challenges in implementation – and provided recommendations for strengthening the program.
Client: Triggerise India Private Limited
Capacity building of supervisors for a micro-franchising women entrepreneur model run by Tiggerise for provision of maternal and child health services, using principles of consultative sales and communication. This was based on field-based observations and interactions and included the development of process tools and conducting classroom training sessions.
Client: Azim Premji Philanthropic Initiatives (APPI)
Single window services are being provided in four cities of India, to give beneficiaries access to many government schemes like Integrated Child Development Scheme (ICDS), labour welfare, skill development schemes, housing scheme, pension scheme, health scheme, and food security scheme among others. Development Solutions conducted a qualitative assessment of a single window in Karnataka and Rajasthan. Across the two locations, 4 FGDs and 20 IDIs were done. A few Government officials were also interviewed, to get their perspective on the single window.

Adarsh Vidyalaya Yojana was launched in the year 2015 by the Department of Education, Government of Rajasthan to address systemic inefficiencies in the public education system in the state. The assessment by Development Solutions sought to understand and assess the relevance, impact, and sustainability of these interventions in achieving the envisaged goals and outcomes. Primary qualitative data supported by quantitative analysis of secondary data were used for this purpose.
The Umang program for classes 9-12 was introduced in 2017 in secondary schools in the headquarters of all 51 districts of Madhya Pradesh, with the objective of enhancing skills of adolescent students to achieve their goals and to make informed decisions for better health and wellbeing. This implementation research documented and assessed how the program was implemented/delivered in its first phase and identified challenges and bottlenecks in implementation.
Client: Children's Investment Fund Foundation
The National Health Mission, Government of Jharkhand is scaling up a community-based intervention using Participatory Learning and Action to reduce neonatal and maternal health. Development Solutions has been engaged by CIFF to undertake a third-party audit to understand quality in the implementation of the program. Over the next two years, observation of 4000 community-based meetings in villages across 21 districts of Jharkhand would be undertaken. In addition, assessment of the training process for facilitators of the meetings, IDIs with officials at the district and block levels and FGDs with community members would be undertaken.

Development Solutions was the local evaluation partner of the IHME, University of Washington to undertake an end-line assessment of the 5 year-long HealthRise program implemented in Udaipur and Shimla districts.
